Paul writes to believers in Rome in the closing generation of the Old Covenant age. The gospel of the risen Son is already being proclaimed among the nations. Torah-and-temple as the defining centre is in its last phase. Chapter 1 opens the courtroom: God’s righteousness is revealed now, and wrath is already uncovered against a world that exchanged the truth of God for images and privilege.
1 Paul, a servant of Jesus Christ, called to be an apostle, set apart for the Good News of God, 2 which he promised before through his prophets in the holy Scriptures, 3 concerning his Son, who was born of the offspring of David according to the flesh, 4 who was declared to be the Son of God with power according to the Spirit of holiness, by the resurrection from the dead, Jesus Christ our Lord, 5 through whom we received grace and apostleship for obedience of faith among all the nations for his name’s sake; 6 among whom you are also called to belong to Jesus Christ; 7 to all who are in Rome, beloved of God, called to be saints: Grace to you and peace from God our Father and the Lord Jesus Christ. 8 First, I thank my God through Jesus Christ for all of you, that your faith is proclaimed throughout the whole world. 9 For God is my witness, whom I serve in my spirit in the Good News of his Son, how unceasingly I make mention of you always in my prayers, 10 requesting, if by any means now at last I may be prospered by the will of God to come to you. 11 For I long to see you, that I may impart to you some spiritual gift, to the end that you may be established; 12 that is, that I with you may be encouraged in you, each of us by the other’s faith, both yours and mine. 13 Now I don’t desire to have you unaware, brothers, that I often planned to come to you (and was hindered so far), that I might have some fruit among you also, even as among the rest of the Gentiles. 14 I am debtor both to Greeks and to foreigners, both to the wise and to the foolish. 15 So as much as is in me, I am eager to preach the Good News to you also who are in Rome. 16 For I am not ashamed of the Good News of Christ, because it is the power of God for salvation for everyone who believes, for the Jew first, and also for the Greek. 17 For in it is revealed God’s righteousness from faith to faith. As it is written, “But the righteous shall live by faith.” 18 For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men who suppress the truth in unrighteousness, 19 because that which is known of God is revealed in them, for God revealed it to them. 20 For the invisible things of him since the creation of the world are clearly seen, being perceived through the things that are made, even his everlasting power and divinity, that they may be without excuse. 21 Because knowing God, they didn’t glorify him as God, and didn’t give thanks, but became vain in their reasoning, and their senseless heart was darkened. 22 Professing themselves to be wise, they became fools, 23 and traded the glory of the incorruptible God for the likeness of an image of corruptible man, and of birds, four-footed animals, and creeping things. 24 Therefore God also gave them up in the lusts of their hearts to uncleanness, that their bodies should be dishonored among themselves; 25 who exchanged the truth of God for a lie, and worshiped and served the creature rather than the Creator, who is blessed forever. Amen. 26 For this reason, God gave them up to vile passions. For their women changed the natural function into that which is against nature. 27 Likewise also the men, leaving the natural function of the woman, burned in their lust toward one another, men doing what is inappropriate with men, and receiving in themselves the due penalty of their error. 28 Even as they refused to have God in their knowledge, God gave them up to a reprobate mind, to do those things which are not fitting; 29 being filled with all unrighteousness, sexual immorality, wickedness, covetousness, malice; full of envy, murder, strife, deceit, evil habits, secret slanderers, 30 backbiters, hateful to God, insolent, arrogant, boastful, inventors of evil things, disobedient to parents, 31 without understanding, covenant breakers, without natural affection, unforgiving, unmerciful; 32 who, knowing the ordinance of God, that those who practice such things are worthy of death, not only do the same, but also approve of those who practice them.
3. Fulfillment Notes
Time: “Declared to be the Son of God… by the resurrection” (v. 4) locates kingship in what God has already done, not in a later installation.
Audience: “Jew first, and also Greek” (v. 16) is the first-century order of the mission inside that generation, not a timetable for later ages.
Wrath: “The wrath of God is revealed” (v. 18) is present uncovering — judicial handing-over already underway.
Covenant marker: Exchange of glory for images is the old world’s indictment, the same stream that ends in the public collapse of the temple world in AD 70.
4. Annotations
Gospel of God — promised in the prophets; announced as fulfilled in the Son.
Declared Son — resurrection is God’s public verdict that the King is already installed (Psalm 2).
Gave them up — judicial surrender of a world that refused the truth, not a delayed cosmic explosion.
Power of God for salvation — present rescue from the old order’s condemnation, not a ticket to a postponed world.
5. Study Commentary
The letter opens after the King is already installed
Romans does not begin with a search for a coming Messiah. It begins with a Son who has already been declared with power by the resurrection. Psalm 2’s “You are my Son” has been answered in history. Paul is a servant of that Good News, set apart to call the nations to the obedience of faith while the old world still stands.
That matters for the whole letter. If the Son is already enthroned, then righteousness, wrath, and salvation are not parked in a distant age. They belong to the crisis of that generation. The gospel is power now because God has already acted.
Wrath revealed is a present handing-over
“The wrath of God is revealed from heaven” is not a headline about the end of planets. It is the present uncovering of God’s verdict on a world that knew Him and would not honour Him. Three times Paul says God “gave them up.” That is judicial language. The sentence is already in motion.
Israel’s prophets used this same pattern: idolatry, exchange, and then God giving a people over to the fruit of their choice until the house fell. Romans 1 names that pattern for Jew and Gentile alike. AD 70 will make the verdict public for the covenant world that claimed God’s name while suppressing His truth.
Jew first, and also Greek — the order of that generation
Paul is not writing a philosophy of religion. He is announcing the gospel’s route through the last days of the old age: to the Jew first, and also to the Greek. That is the Acts story. The remnant is being gathered from Israel; the nations are coming in; the dividing wall is already cracking.
The shame Paul refuses (v. 16) is the shame of a crucified King in a status-hungry world. The gospel does not wait to become power. It is power for everyone who believes, because the resurrection has already named the Son.
The courtroom is set so every mouth can later be stopped
Chapter 1 is the Gentile half of the indictment, but it is not only about pagan Rome. It is about humanity under the old Adamic order — exchanging the glory of the immortal God for images, and then living from that exchange. Privilege will not be a shelter when chapter 2 turns to those who judge others while hiding in the Law.
New Creation life does not begin by pretending this indictment is about someone else. It begins by hearing that God has already unveiled both wrath and righteousness in the same horizon: the Son is declared, the old world is being handed over, and salvation is the power that transfers people out of that world into the life of the risen Lord.
Psalm 2; Acts 13:32–33 — resurrection as the Son’s public appointment.
Habakkuk 2:4; Galatians 3:11 — the righteous live by faith.
1 Thessalonians 2:16; Romans 3:21–26 — wrath to the uttermost and righteousness now manifested.
8. Key Idioms
Revealed / manifested — unveiling of what God has done in this horizon, not a secret for later centuries.
Gave them up — judicial surrender; the sentence already operating.
World — the ordered life of the old covenant age and its idolatries, not merely “planet Earth.”
9. New Creation Reality
The gospel that saves is the gospel of a risen, declared Son. New Creation life begins from that announcement — not from fear of a postponed wrath, and not from the old world’s status games. You live from a King already installed.
10. Reflection
Do I hear Romans 1 as a present unveiling of the Son’s gospel — or as a lecture about someone else’s future wrath?
