Daniel 7

The Four Beasts • The Ancient of Days • The Son of Man on the Clouds

1. Immediate Context

Daniel 7 marks a massive shift in the book. The historical narratives of chapters 1-6 are over. We now rewind the timeline back to the first year of Belshazzar to begin the sweeping, apocalyptic visions that will dominate the rest of the book.

In this vision, Daniel sees the exact same four empires from Nebuchadnezzar's statue in Chapter 2 (Babylon, Medo-Persia, Greece, and Rome), but instead of shining metals, they are revealed as terrifying, predatory beasts emerging from the sea. The vision culminates in the ultimate heavenly courtroom scene, where the fourth beast (Rome) is judged, and a divine figure—the "Son of Man"—rides the clouds upward to the Ancient of Days to receive an everlasting Kingdom.

Note: The following text highlights the core prophetic sequence (vv. 2-14, 23-27) for study.

2 Daniel spoke and said, “I saw in my vision by night, and, behold, the four winds of the sky broke out on the great sea.
3 Four great animals came up from the sea, diverse one from another.
4 “The first was like a lion, and had eagle’s wings. I watched until its wings were plucked, and it was lifted up from the earth, and made to stand on two feet as a man; and a man’s heart was given to it.
5 “Behold, there was another animal, a second, like a bear. It was raised up on one side, and three ribs were in its mouth between its teeth. They said this to it: ‘Arise! Devour much flesh!’
6 “After this I saw, and behold, another, like a leopard, which had on its back four wings of a bird. The animal also had four heads; and dominion was given to it.
7 “After this I saw in the night visions, and, behold, a fourth animal, awesome and powerful, and exceedingly strong. It had great iron teeth. It devoured and broke in pieces, and stamped the residue with its feet. It was diverse from all the animals that were before it; and it had ten horns.
8 “I considered the horns, and behold, there came up among them another horn, a little one, before which three of the first horns were plucked up by the roots; and behold, in this horn were eyes like the eyes of a man, and a mouth speaking great things.
9 “I watched until thrones were placed, and one who was ancient of days sat. His clothing was white as snow, and the hair of his head like pure wool. His throne was fiery flames, and its wheels burning fire.
10 A fiery stream issued and came out from before him. Thousands of thousands ministered to him. Ten thousand times ten thousand stood before him. The judgment was set, and the books were opened.
11 “I watched then because of the voice of the great words which the horn spoke. I watched even until the animal was slain, and its body destroyed, and it was given to be burned with fire.
12 As for the rest of the animals, their dominion was taken away; yet their lives were prolonged for a season and a time.
13 “I saw in the night visions, and behold, there came with the clouds of the sky one like a son of man, and he came to the ancient of days, and they brought him near before him.
14 Dominion was given him, and glory, and a kingdom, that all the peoples, nations, and languages should serve him. His dominion is an everlasting dominion, which will not pass away, and his kingdom that which will not be destroyed.
...
23 “Thus he said, ‘The fourth animal will be a fourth kingdom on earth, which will be diverse from all the kingdoms, and will devour the whole earth, and will tread it down, and break it in pieces.
24 As for the ten horns, out of this kingdom ten kings will arise. Another will arise after them; and he will be diverse from the former, and he will put down three kings.
25 He will speak words against the Most High, and will wear out the saints of the Most High. He will plan to change the times and the law; and they will be given into his hand until a time and times and half a time.
26 “‘But the judgment will be set, and they will take away his dominion, to consume and to destroy it to the end.
27 The kingdom and the dominion, and the greatness of the kingdoms under the whole sky, will be given to the people of the saints of the Most High. His kingdom is an everlasting kingdom, and all dominions will serve and obey him.’

5. Fulfillment Commentary

1) The Monsters from the Sea (vv. 2–8)

In Chapter 2, human empire is viewed from man's perspective: a towering, glorious statue of precious metals. But in Chapter 7, God reveals what human empire looks like from heaven's perspective: ravenous, blood-thirsty beasts emerging from the chaos of the sea.

The Fourth Beast (Rome) is so terrifying it cannot even be compared to a known animal. It has "iron teeth" (matching the iron legs of Chapter 2) and violently crushes the earth. Out of its ten horns (the sequence of Roman rulers), a "little horn" arises that boasts against God and wages war against the saints. This is the exact blueprint the Apostle John uses to describe the Roman Empire in Revelation 13.

2) The Heavenly Courtroom (vv. 9–12)

While the Beast is violently raging on earth, the scene shifts to the absolute calm of the heavenly courtroom. The Ancient of Days takes His seat. The books are opened.

Notice that God does not fight the Beast with earthly weapons. He defeats the Beast through legal, covenantal judgment. The verdict is rendered, and the terrifying Roman beast is "given to be burned with fire." This guarantees the survival of the first-century Church. Rome threw Christians to the lions, but the heavenly court had already ruled that Rome itself was condemned to the fire.

3) The Upward Ascension (vv. 13–14)

This is the most misunderstood prophecy in the modern church. Millions of Christians read "coming on the clouds" and immediately look up at the sky, waiting for Jesus to float down to Earth.

But look at the text: "He came to the Ancient of Days, and they brought him near before him."

The Son of Man is not traveling from Heaven to Earth; He is traveling from Earth to Heaven! This is the Ascension. When Jesus stood before the Jewish High Priest before His crucifixion, He was asked if He was the Christ. Jesus replied: "From now on you will see the Son of Man sitting at the right hand of Power, and coming on the clouds of heaven" (Matt 26:64).

Jesus was telling the High Priest: "You are judging Me now, but Daniel 7 is about to happen. I am ascending to the Ancient of Days to receive the Kingdom, and I will be the one judging you."

4) The Saints Possess the Kingdom (vv. 23–27)

The angel explains that the Beast will have a measured time of success. It will "wear out the saints" for three and a half years. Historically, Emperor Nero initiated a horrific, empire-wide persecution against Christians that lasted exactly 42 months (late AD 64 to his suicide in June AD 68).

But when the judgment was set, the dominion was stripped from the persecuting powers and handed eternally to the "saints of the Most High." The suffering of the early church was not a sign that God had abandoned them; it was the birth pains of the New Covenant Kingdom taking permanent possession of the earth.

This is apocalyptic covenant-judgment imagery anchored in the first-century transition. See the Preface to Daniel.

8. New Creation Reality

You do not have to wait for Jesus to receive His Kingdom. The Son of Man has already ascended to the Ancient of Days, the books have been opened, and the everlasting dominion has been granted to Him. You are reading covenant history for assurance, not headlines for doom. The Beastly systems of this world may rage, but the heavenly courtroom has already issued its final verdict. You are a citizen of the Kingdom that has already conquered.

9. Reflection

Question: How does realizing that Jesus' "coming on the clouds" in Daniel 7 was His victorious Ascension to heaven (rather than a delayed physical return) shift your focus from waiting for a future rescue to living in present victory?
